Not available yet. Invitations exist in the database and seat limits are enforced. The screen for sending one is not built. This page describes the intended behaviour.
Steps
Settings → Team.
Invite member.
Enter their email address and choose a role — see Roles and permissions.
Send.

They get an email with a link. Following it, they either sign in or create an account, and are then a member of your organisation.
What they can do straight away
Whatever their role allows, across every site in your organisation. Roles are organisation-wide; there is no way to grant access to one site and not another.
If you need to show someone one site only, use a share link instead. It is scoped to one site, needs no account, and consumes no seat.
Pending invitations
An invitation appears in your team list as pending until it is accepted.
It expires. An unaccepted invitation stops working after its expiry, and you re-send it.
You can cancel it before it is accepted.
The link is single-use and only the emailed address can accept it.
A pending invitation counts against your seat limit. Three invitations out and one accepted member is four seats used, not one. Cancel invitations that are not going to be accepted.

Starter has one seat, which is you. You cannot invite anyone on Starter. If you need a colleague signed in, that is a reason to move to Pro — but check first whether a share link does what you need, because it costs nothing.
An invitation that would exceed your limit is refused with an upgrade prompt rather than partially succeeding. See Seat limits.
They already have a TrueStat account
Fine. Following the invite adds your organisation to their account. Accounts can belong to more than one organisation, and they switch between them.
Their existing sites and billing are not affected, and your billing is not affected by anything on their side.
Changing someone's role later
Team list → the member → change role. It takes effect immediately, on their next request.
Owners and admins can do this. Nobody can change their own role, and nobody can grant a role above their own.
What an invited member can see
Everything the role allows, including:
Every site's full dashboard and history
Site settings and exclusions, at member and above
Your plan and usage, at admin and above
Not your card or invoices — those are owner-only
They cannot see other organisations you belong to.
